Federal: the SBA

The U.S. Small Business Administration's Utah District Office is at 125 S. State St., Suite 2227, Salt Lake City, UT 84138. Its page says it serves all 29 counties in Utah, including Weber County and Davis County (legacy.sba.gov/district/utah, accessed 2026-10-16). It is the starting point for SBA loan programs, which are made through participating lenders, and for SBA resource partners.

Free advising: the Utah SBDC network

The Utah Small Business Development Center network, at utahsbdc.org (checked 2026-10-16), provides advising to small businesses across the state. SBDCs commonly help with business plans, financial projections and preparing for lender conversations, which makes them a useful stop before a funding request.

Business organizations

The Ogden-Weber Chamber of Commerce, ogdenweberchamber.com (checked 2026-10-16), offers membership, networking and member directories for Weber County businesses. Chamber membership is optional and paid; it is a networking resource, not a funding source.

City and county offices

  • Ogden City: ogdencity.gov has Business and Economic Development sections (checked 2026-10-16). Licensing is covered in the Ogden City licensing guide.
  • Weber County: webercountyutah.gov (checked 2026-10-16), the place to start for unincorporated addresses such as Eden.
  • Neighboring cities: Roy, South Ogden, North Ogden and the Davis County cities each have their own city offices for local matters.

Grants

Grant searches are common, but grants for ordinary small businesses are scarce and usually tied to specific programs. We do not offer grants. The SBA and the SBDC network are better starting points for grant questions than any funding broker.

Davis County, UT owners

Businesses in Layton, Clearfield, Syracuse, Kaysville and the other Davis County cities use the same federal and state resources listed above: the SBA's Utah District Office serves all 29 counties, and the Utah SBDC network serves businesses statewide. Local licensing and city services run through each Davis County city's own offices, not through Ogden City or Weber County.

Preparing for a free advising session

  • Bring recent bank statements and a simple profit and loss, even if rough.
  • Write down the specific question: whether to borrow, how much the business can carry, or how to prepare for a lender.
  • Ask for help building a twelve-month cash forecast; it is useful whether or not you borrow.
  • Ask the adviser to review the business's state records and names for mismatches.

Advisers do not make funding decisions, and neither do brokers; lenders do. Preparation with an adviser can still make a lender's review quicker and clearer.

How advising and brokering differ

An adviser at an SBDC is paid through a public program and has no stake in whether you borrow. A broker such as Oceangate is a commercial intermediary that arranges funding with lending partners. Both can be useful, at different moments: an adviser to decide whether borrowing makes sense and how much the business can carry, a broker to find partners that offer the right structure once you have decided. Lending partners make the decision either way.

When you are ready to look at funding

Advisers can help you decide whether to borrow at all. If you decide to, the six funding structures explains the options, a term loan is the usual starting point for a defined project, and our Ogden, UT page has Weber County business figures. Weber County had 6,389 employer establishments in 2023 (U.S. Census Bureau, County Business Patterns 2023), and most of the organizations above exist to serve businesses that size.
